A Helena-West Helena woman has been arrested after a 15-year-old was found to be a victim of at least three separate rapes that ended in the girl becoming the mother of three children.
Christine Fulmer, 36, was arrested after an investigation that began in January of 2016.
An anonymous caller reported to the Arkansas Child Abuse Hotline that there was possible abuse going on in Fulmer’s home.
The caller provided detailed information to the hotline about the alleged abuse, and stated that Fulmer was aware the teen was being raped.
According to officials, they were informed that William Watson, 44, was alleged to have been having sexual contact with the 15-year-old girl.
During interviews, Watson denied involvement with the teen, but when investigators talked with the 15-year-old, police say she admitted to investigators that Fulmer was physically abusive towards her and knew she was having sex with Watson.
After conducting a search warrant at Fulmer’s home, several arrests were made.
Investigators discovered that the 15-year-old was once again pregnant, and was at least 7 months along.
Investigators, along with DHS, removed the 15-year-old and her two children as well as two other female siblings and placed them under DHS custody.
Watson was arrested and is being held on $114,000 bond.
Fulmer was also taken into custody, and is facing three counts of Permitting Abuse of a Minor, Endangering Welfare of Incompetent Person and Contributing to Delinquency of a Minor.
Her bond has been set at $ 101,000.
